Yes, but that is temporary in nature. When there are blocks or phases of large projects to be developed with varying completion dates, the concerned authority (the Civic bodies in the state) can grant a partial occupancy certificate for the completed phases/ blocks. After the completion of entire project, partial OCs are replaced by final OC Consolidation document). The buyers of the property, to be on a safer side, should persuade the Builder in person or through their Housing Association to obtain the OC as soon as the project is complete.
