It has become very common nowadays that police officers do not readily lodge an FIR and at times ill-treat the person asking them to register an FIR. In such a case, under the provision of section 154(3) of Cr.PC, you could send a written complaint by post to the Superintendent of Police or Commissioner of Police. If the Superintendent of Police or the commissioner of Police is satisfied that the complaint discloses cognizable offence, he can himself investigate the case or cause the investigation of the case by any police officer subordinate to him. If this also fails and/or no action is brought, then an application can be made under section 156(3) read with section 190 of Cr.PC to a Judicial Magistrate/Metropolitan Magistrate thereby praying that Police register the FIR, investigate the case, file charge-sheet or report.
